SARAJEVO, April 4 (FENA) – The United Nations Development Programme (UNDP) in Bosnia and Herzegovina today officially handed over ownership of the Energy Management Information System (EMIS) to the Environmental Protection Fund of the Federation of Bosnia and Herzegovina and the Environmental Protection and Energy Efficiency Fund of Republika Srpska. This milestone marks a significant step toward long-term, institutionalized energy management in the public sector.
“For us, EMIS is an extremely valuable tool, as it enables reliable monitoring of facility energy efficiency and the planning of measures that reduce emissions and generate budget savings. By taking over the system, the Fund gains a strong foundation for advancing the energy transition in FBiH,” said Slađan Bevanda, Director of the Environmental Protection Fund of the Federation of BiH.
EMIS is a web-based platform composed of applications and databases accessible via the internet, allowing for easy data entry, processing, and visualization through graphs and reports. It stores information on facilities, building characteristics, energy systems, daily meter readings, and monthly utility bills for consumed energy and water.
“The use of EMIS already contributes to better planning and implementation of energy efficiency measures in the public sector. We are pleased that the system remains in the hands of domestic institutions, ready to be further developed and used for the benefit of citizens,” said Zoran Lukač, Head of the Sector for Environmental Protection, Energy Efficiency and Renewable Energy Sources at the Fund for Environmental Protection and Energy Efficiency of Republika Srpska.
Over the years, UNDP has supported the implementation of EMIS in more than 7,000 public buildings across Bosnia and Herzegovina. Continuous improvements and the introduction of new functionalities have enabled users to better track energy intensity, monitor ESCO project implementation, and leverage advanced analytics and reporting.
“The transfer of EMIS ownership is more than a technical move – it represents a key contribution to the green transition of Bosnia and Herzegovina and a powerful demonstration of digital solutions to accelerate it,” said Renaud Meyer, UNDP Resident Representative in Bosnia and Herzegovina.
He said that thanks to the dedication of our partners, EMIS has become a powerful tool to improve the management of energy efficiency measures, translating into financial savings and supporting concrete climate action at the institutional level.”
Originally developed in 2008 in Croatia with UNDP support, EMIS is a modern, web-based platform designed for dynamic monitoring, analysis, and reporting of energy and water consumption in buildings. Since then, the system has been adopted in several countries, including Serbia, Malaysia, Moldova, Montenegro, Hungary, Ukraine, Turkey, and Bosnia and Herzegovina, where it has been in use since 2011.
The handover of EMIS to BiH’s Environmental Protection Fund represents a key milestone in strengthening the capacity of domestic institutions in energy management. It also contributes to the implementation of environmental policies and efforts to mitigate the effects of the climate crisis, announced the UNDP in BiH.
