SARAJEVO, July 22 (FENA) – For me personally, white-collar criminals who misuse public procurements and damage budgets are perhaps one of the biggest problems facing our society, Saša Magazinović, head of the SDP BiH Club in the BiH Parliament, said in an interview for FENA.
He points out that the procurement of airline tickets is only one of a series of problems in the process of public procurement.
“I proved indisputably, and it was confirmed by the state audit, that some agencies, by abusing the Law on Public Procurement, sell airline tickets at prices significantly higher than they are on the market. They do this by offering unrealistically low prices for their service (there are even cases where it is only 1 pf per ticket), and later when they get exclusivity that they are the only ones that can procure tickets, they increase the prices as much as they want,” says Magazinović.
He says that the public procurement for this service is currently underway in the Parliament of Bosnia and Herzegovina, where the most favorable bidder made an offer of only approximately 14 KM for two years of providing this service.
“A large number of the BiH institutions face the same problem, so it is encouraging that the Office for the Audit of the BiH Institutions was involved in solving this situation, as well as the Parliamentary Assembly itself, which, on my proposal, tasked the Public Procurement Agency with drafting changes to the law in this segment. The Council of Ministers has warned all institutions about this phenomenon, and reactions from other institutions are expected,” said Magazinović.
