Podgorica, (MINA) – Over the past year, the Ministry of Education, Science and Innovation (MPNI) has changed the entire legal framework in education and science and ensured record investments in infrastructure and digitization, said Minister Andjela Jaksic Stojanovis, adding that 2026 will be the year when reforms will bring visible changes in classrooms.
In an interview with the MINA News Agency, Jaksic Stojanovic said that 2024 was a year of thorough preparation, while reform processes were launched last year.
“The entire legal framework in the field of education and science has been changed, key strategic documents have been adopted, such as the Education Reform Strategy 2025-2035 and the Career Guidance and Counseling Strategy, and a large number of by-laws have been adopted. Thus, many issues in the system have received a clear and sustainable normative solution for the first time”, stated Jaksic Stojanovic.
She said that education reform would not be possible without a comprehensive revision of program curricula, a process that will result in the creation of new, modern textbooks for all levels of education.
Jaksic Stojanovic said that significant progress has been made in the field of digital transformation of education and strengthening of the innovation ecosystem.
She added that special focus was also placed on educational infrastructure, noting that more than EUR 100 million was invested in the construction and reconstruction of schools and kindergartens throughout Montenegro in 2025, with the support of the European Investment Bank, the Development Bank of the Council of Europe, the EBRD and the US Embassy.
Speaking about this year’s budget, Jaksic Stojanovis said that the allocated funds are significant, but that investments in education are never sufficient.
According to her, the priorities will include infrastructure, digitization, professional training of teachers, support for vulnerable groups and financing of research projects.
