Cyber Diplomacy Twinning Center, by ICI Bucharest with Azerbaijan’s Special Communications Service, ADA University

The National Institute for Research and Development in Informatics (ICI Bucharest) initialed a Memorandum of Understanding with the ADA University of Azerbaijan and the State Service for Special Communications and Information Security of Azerbaijan for the establishment of the Cyber Diplomacy Twinning Center, with the aim of developing joint research projects, education and exchange of best practices in the field of cyber security, information technologies and cyber diplomacy, a press release from ICI Bucharest, sent to AGERPRES on Wednesday, reads.

The MoU was inked on September 24, 2024, by Carmen-Elena Cirnu, scientific director of ICI Bucharest and coordinator of the Cyber Diplomacy Center, Fariz Ismailzade, vice-chancellor ADA University, and Allahveran Ismayilov, deputy head of the State Service for Special Communications and Information Security of Azerbaijan.

“Via this agreement, the parties will collaborate for the development of educational programmes and joint courses in cyber security and diplomacy, the promotion of research in the field of protection of critical communication and information infrastructures, the organization of conferences, workshops and joint events in the field of cyber diplomacy and cyber security, the sharing of best practices and solutions for preventing and combating cyber threats,” the release states.

Moreover, the collaboration will allow the partners to strengthen their capacities in the face of global cyber threats and to promote innovative solutions for the protection of critical communication and information infrastructures.
